VILNIUS, Lithuania (AP) ? A human rights group called on Lithuania on Thursday to reopen its investigation into CIA prisons and the alleged torturing of terrorist suspects based on what they said was new evidence of a rendition flight to the Baltic state.
Julia Hall, an analyst with Amnesty International, that a Boeing 727 allegedly carrying an al-Qaida suspect, Abu Zubaydah, landed in the Lithuanian capital of Vilnius on Feb. 17, 2005, after taking off from Morocco and refueling in Jordan.
"This is a previously undiscovered flight," said Hall. "It is crucial to note that this is a flight that does not appear in the parliamentary report, and we have never heard any explanation from the prosecutor general about this flight," she said.
Two Lithuanian probes ? one by a parliamentary committee and another by the country's prosecutors ? concluded that there was no evidence that people were held in sites controlled by the CIA in the country.
In their 2009 report, Lithuanian lawmakers concluded that although the Baltic state provided two facilities to the CIA in 2002 and 2004, there was no evidence they ever held prisoners.
For their part, prosecutors closed their own probe on whether the CIA facilities held prisoners in January this year for lack of evidence.
"It begs the question if (human rights organizations) ... have been able to verify this flight, then why couldn't the prosecutor general uncover this flight with its resources and professional staff?" Hall said.
Reprieve, a human rights organization, announced earlier this year that it had provided investigators with confidential information that Abu Zubaydah, a Palestinian repeatedly tortured by U.S. investigators had been secretly imprisoned in Lithuania between 2004 and 2006.
Zubaydah was captured in Pakistan in 2002 and taken to several CIA black sites overseas until he was transferred to Guantanamo Bay prison in 2006, where he still is. He was reportedly waterboarded 83 times while in Thailand, according to released records and former intelligence officials.
Reprive said it had supplied a list of individuals who could provide testimony about the flight from Morocco ? including CIA officials, Lithuanian handlers, and eyewitnesses.
Prosecutors said Thursday that the new information provided by the rights organizations would be properly assessed.
"We are grateful to Amnesty International for their job protecting human rights and would appreciate if more facts on alleged CIA prisons and detainees in Lithuania were presented," said Darius Raulusaitis, deputy prosecutor general.
Raulusaitis said the investigation could be reopened if the new evidence was deemed significant.
Amnesty International held a protest outside Lithuania's government building. It featured a cage with prisoners, which was decorated with some 2,000 locks with yellow labels reading "Unlock the Truth" and signatures of Lithuanians supporting calls to reopen the probe.
"This is a very important issue to all decent people in the world," said Jurate Guzeviciute, who was collecting signatures near the cage. "Secret prisons, torture, imprisonment without trial ? this is something I do not want Lithuania to be associated with."

Under the current set of gainful employment rules, for-profit colleges are required to follow a stringent notification process to get approvals to introduce new programs.
The department's new proposal seeks to ease the process by limiting it to only those programs that are either same or similar to those that were discontinued or failed to comply with the gainful employment rules, according to a notice on Federal Register.
"While this change could make it easier for schools to introduce new programs, we believe current gainful employment rules will be in effect as the proposed change works its way through the rule-making process," BMO Capital analyst Jeff Silber said in a note.

Venizelos said representatives from the International Monetary Fund, the European Commission and the European Central Bank will return to Athens this week. The so-called troika suspended its review in early September amid talk of missed targets and budget shortfalls.
The current plan is to have Greece implement painful debt-reduction measures in exchange for rescue loans. Greece relies on funds from last year's euro110 billion ($149 billion) package, and European leaders also have agreed on a second euro109 billion bailout, although some details of that remain to be worked out.
"We want a strong Greece within the eurozone, and Germany is prepared to offer all necessary assistance," Merkel said in Berlin.
Papandreou, in return, pledged to implement the reforms demanded by Greece's international creditors. Speaking through a translator, he said this is a time "of great sacrifices for the Greek people. Therefore it is of great importance to receive signals of support from our European partners."
Ahead of the meeting between the two leaders, Merkel's government downplayed speculation of bold new moves to tackle Europe's sprawling sovereign debt crisis.
German Finance Minister Wolfgang Schaeuble ruled out increasing the eurozone's new euro440 billion ($595 billion) rescue fund, calling it "a silly idea" that could ultimately endanger the AAA ratings of the main creditor countries such as Germany and the Netherlands.
Greece's new property tax will range from euro4.00 to euro20.00 ($5.50-$27.50) for every square meter (10.7 square feet). It will be charged through electricity bills to make it easier for the state to collect, instead of going through Greece's unwieldy and inefficient tax system. Those who refuse to pay will risk having their power cut off.
The extra charge has deeply angered Greeks, who have already been through more than a year of sharp austerity measures, including salary and pension cuts and higher taxes.

Fortuitous discovery in UC Riverside physics lab made using stacked layers of 'wonder material'
RIVERSIDE, Calif. An accidental discovery in a physicist's laboratory at the University of California, Riverside provides a unique route for tuning the electrical properties of graphene, nature's thinnest elastic material. This route holds great promise for replacing silicon with graphene in the microchip industry.
The researchers found that stacking up three layers of graphene, like pancakes, significantly modifies the material's electrical properties. When they fabricated trilayer graphene in the lab and measured its conductance, they found, to their surprise, that depending on how the layers were stacked some of the trilayer graphene devices were conducting while others were insulating.
"What we stumbled upon is a simple and convenient 'knob' for tuning graphene sheets' electrical properties," said Jeanie Lau, an associate professor of physics and astronomy, whose lab made the serendipitous finding.
Study results appeared online Sept. 25 in Nature Physics.
Graphene is a one-atom thick sheet of carbon atoms arranged in hexagonal rings. Bearing excellent material properties, such as high current-carrying capacity and thermal conductivity, this "wonder material" is ideally suited for creating components for semiconductor circuits and computers.
Because of the planar and chicken wire-like structure of graphene, its sheets lend themselves well to stacking in what is called 'Bernal stacking,' the stacking fashion of graphene sheets.
In a Bernal-stacked bilayer, one corner of the hexagons of the second sheet is located above the center of the hexagons of the bottom sheet. In Bernal-stacked trilayer (ABA), the top (third) sheet is exactly on top of the lowest sheet. In rhombohedral-stacked (ABC) trilayer, the top sheet is shifted by the distance of an atom, so that the top (third) sheet and the lowest sheet form a Bernal stacking as well.
"The most stable form of trilayer graphene is ABA, which behaves like a metal," Lau explained. "Amazingly, if we simply shift the entire topmost layer by the distance of a single atom, the trilayer now with ABC or rhombohedral stacking becomes insulating. Why this happens is not clear as yet. It could be induced by electronic interactions. We eagerly await an explanation from theorists!"
Her lab used Raman spectroscopy to examine the graphene devices' stacking orders. Next the lab plans to investigate the nature of the insulating state in ABC-stacked graphene. In this kind of stacked graphene, they also plan to study the band gap a range in energy, critical for digital applications, in which no electrons can exist.
"The presence of the gap in ABC-stacked graphene that arises, we believe, from enhanced electronic interactions is interesting since it is not expected from theoretical calculations," Lau said. "Understanding this gap is particularly important for the major challenge of band gap engineering in graphene electronics."
Besides graphene, Lau studies nanowires and carbon nanotubes. Her research has helped physicists gain fundamental understanding of how atoms and electrons behave when they are ruled by quantum mechanics. Her lab studies novel electrical properties that arise from the quantum confinement of atoms and charges to nanoscale systems. Her research team has shown that graphene can act as an atomic-scale billiard table, with electric charges acting as billiard balls.
Her other research interests include superconductivity, thermal management and electronic transport in nanostructures, and engineering new classes of nanoscale devices.
An educational component of Lau's research effort is the active involvement of high school, undergraduate, and graduate students, especially minority and women, in her cutting-edge research, taking advantage of the ethnic diversity of UCR's student population and local communities. She is a founding faculty member of the UCR Undergraduate Research Journal. She also organized a "Women in Physics" lunch group that provides a friendly platform for female students, postdocs and faculty members to interact.
After receiving her bachelor's degree in physics from the University of Chicago in 1994, Lau proceeded to Harvard University from where she received her master's and doctoral degrees in physics in 1997 and 2001, respectively. She joined UCR in 2004, after an appointment as a research associate in the Hewlett-Packard Laboratory.
Lau's awards and honors include a Presidential Early Career Award for Scientists and Engineers, 2009; a National Science Foundation CAREER Award, 2008; the Richter Fellowship for Undergraduate Research, 1992; a David W. Grainger Senior Scholarship, 1993; and a Robert T. Poe Faculty Development Grant from the Chinese-American Faculty Association of Southern California, 2007. She has published more than 60 research articles in peer-reviewed journals.

are people still confused as to what sky offers that they need a free weekend to figure it out? Either you enjoy sports or not, simple as. I see those that can't afford it enjoying it, but sky are trying to get new customers and those won't be.

It's probably more that a lot of customers cancel Sky Sports over the summer and don't instantly renew when the football season starts again. These little freebies help give them a nudge.
