TPG, News Corp, Time Warner bid for Turkey's Calik media:sources (Reuters)

ISTANBUL (Reuters) ? News Corp, Time Warner and TPG Capital have placed bids of up to around $1 billion for the ATV-Sabah media unit of Turkey's Calik Holding, three sources close to the matter told Reuters on Monday.

Calik Holding, which also has interests in energy and finance, paid $1.1 billion in 2007 for ATV-Sabah, one of Turkey's largest media groups, and two of the sources said the company did not want to make a loss on the deal.

Chairman Ahmet Calik was regarded as close to the ruling AK party's leadership, and that deal gave the socially conservative, economically liberal government an influential friend in the media.

Prime Minister Tayyip Erdogan's son-in-law Berat Albayrak is the chief executive of Calik Holding, and his brother Serhat Albayrak is the general manager of the media unit.

"TPG, (News Corp's Rupert) Murdoch and Time Warner placed bids. I know TPG is very aggressive," said a source close to the process, adding the submitted bids were around $1 billion.

He said the sale process could be completed in February.

Calik hired Goldman Sachs this month to steer the sale of ATV and Sabah, according to sources close to the matter. They said the deadline for bidding had been pushed back to the end of January, having been earlier set for January 18.

"Bids were placed last week. Today or tomorrow we expect feedback," another source close to the deal told Reuters. "It is a short list."

Earlier this month, sources had listed private quity funds including TPG Capital and KKR & Co, along with Time Warner and RTL Group -- Europe's biggest commercial broadcaster -- among the potential bidders.

"KKR withdrew from the process, Time Warner placed a bid but we know its interest is on the decline. TPG and News Corp are more interested," said another source close to the matter.

"EBITDA was adjusted and the valuation was down," another source close to the matter said. "Murdoch was said to have placed a bid of $1 billion, but this figure is less than Calik's expectations. Calik may prefer to cool the process," he said.

Earlier this month credit rating agency Fitch placed Calik on a watch list due to refinancing concerns earlier this month.

Fitch said the Sabah and ATV media assets were thinly capitalized, considering the competitive market they were in and the current and projected working capital needs.

Calik took on $750 million of bank debt in April 2008 to finance the acquisition of ATV-Sabah from the Savings, Deposits and Insurance Fund (TMSF).

While analysts say Calik has found the media business unprofitable and wants to sell it to cut its debts, international investors have been lured by the attractions of Turkey's young, large population and rapid economic growth.

Several of the bidders for ATV-Sabah made the shortlist when Dogan Yayin Holding sought buyers last year for its media assets. But Dogan opted to sell its assets to Turkish groups, and held onto its flagship Hurriyet newspaper.

IGT Is Betting Online Big-Time (The Motley Fool)

Slot-machine maker International Game Technology (NYSE: IGT - News) looks poised to jump on the bandwagon of companies that are increasing their stake in online gaming. The company plans to acquire Double Down Interactive, one of the biggest virtual casino operators on Facebook.

What's it all about?
Under this deal, IGT will pay $250 million in cash and $85 million in retention payments over the next two years. Additionally, IGT will pay up to $165 million to Double Down, depending on the latter's performance in the next three years.

All in all, this looks like a large amount to pay for a company the size of Double Down, but it's not as if IGT can't afford it. IGT generated over $400 million in free cash flow over the last year.

So is the cash worth it?
This deal will certainly broaden IGT's scope of operations. Already a seller of gaming equipment to casinos, it will now be able to sell virtual products to virtual casinos as well. Being the third-largest social gaming application, Double Down may well provide IGT with a valuable foothold in casino-style social gaming.

Double Down has significantly increased its user count, to 4.7 million now from 3.3 million in October last year, as it capitalizes on the rapidly growing online gaming industry. The industry in itself is expected to grow to $30 billion in 2012 from $20 billion in 2010. What I do like about the deal, however, is the exposure to a new and complementary set of gamers, which is sure to drive IGT's fiscal 2012 earnings. But there's another, larger aspect to it.

What's the catch?
The Double Down deal would mean that IGT is investing around $100 for each one of the former's roughly 5 million users. Now that's a lot of money, something that can be justified only if we consider the potential big bucks IGT can earn if online gambling is legalized. In fact, legalization of online poker would be a dream come true for the casino and gaming industries, something that may be fast becoming a reality as the Justice Department considers doing away with the ban on online gambling.

However, IGT isn't alone. Facebook game maker Zynga (Nasdaq: ZNGA - News) has about 30 million players for its online poker game and could be a great partner for a big branded casino. Industry titan MGM (NYSE: MGM - News) has already partnered with Bwin.Party, and Boyd Gaming and is likely putting pressure on other operators to get a foothold in the space while they still can. IGT could be in for a lot of trouble if an operator inks a deal with Zynga.

Stakes in online gambling will be lower than those at real casinos. Nevertheless, the company's exposure to a widespread online audience should create abundant volumes to push up revenue. Looking at it from that aspect, $500 million doesn't seem particularly extravagant to me, after all.

The Foolish bottom line
This deal could very well be IGT's royal flush. The company seems to be banking on potential revenue based on the expectations that online poker will be legalized. Till then, let's keep our fingers crossed on this one.

Nokia clarifies battery update on Lumia 800, promises audio / camera fixes soon

Nokia already came clean about the Lumia 800 battery bug, but evidently that just wasn't enough to appease the masses. A community manager in the outfit's own forums has just responded to pages upon pages of comments regarding the most recent update, partly to (re)set the record straight regarding the battery, and partly to address more fixes that are just around the bend. The latest update (1600.2483.8106.11500) was meant to "enhance standby time as well as to bring an improvement to the issue reported by some customers in December," and according to Nokia, said update does indeed address those problems. However, folks that still have concerns regarding audio and camera settings aren't being ignored; those quirks will be worked out in "a series of future updates." Eager to learn more? Ronnie Ortiz-Magro Talks 'Jersey Shore' Heading To Vegas, Australia

Get ready Las Vegas, the "Jersey Shore" kids could be coming for you.

"I believe that they were looking at Vegas and Australia, two places I would love to go," Ronnie Ortiz-Magro, star of the MTV hit reality show, tells me. "I don't know if we would make it back from Vegas, but I'm pretty sure we would love to go to Vegas."

Ronnie tells me producers were also looking into taking the show to Brazil, but they didn't think it would be safe enough for the cast and crew.

"I want to do this as long as the fans keep watching," Ronnie said. "I will do it in Depends and a walker."

But the self-proclaimed juicehead and guido switched gears, getting serious to speak about friend and co-star Vinny Guadagnino's anxiety when it comes to being away from his family.

"We went straight from Italy to Jersey and we have never done seasons back-to-back," Ronnie said. "It was really stressful for a lot of us. But Vinny still lives at home -- he's very family oriented -- so him being away from his family that long was just killing him. He's been dealing with it since the first season. He almost left the first season [but] decided to stay and deal with it."

Will Vinny join Ronnie and the gang in Vegas or Australia? Ronnie says you'll just have to wait and see.

Canon's president steps down as earnings outlook falters (Reuters)

TOKYO (Reuters) ? Canon Inc said on Monday its president Tsuneji Uchida would step down and his role would be taken on by chairman and chief executive Fujio Mitarai after the camera and printer maker forecast much weaker-than-expected earnings growth for this year.

Like other Japanese exporters, Canon, which makes 80 percent of its revenue overseas, has been buffeted by the strong yen, a weak economic outlook and the floods in Thailand, although it has been quite aggressive in countering these challenges by cutting costs and increasing automation.

"Owing to the historically high valuation of the yen combined with the effects of the earthquake and floods, all of Canon's businesses faced extremely demanding conditions throughout the year," the company said in a statement.

Canon said Uchida would resign effective March 29, to be replaced by Mitarai, who served as president from 1995 to 2006 but has since held the post of chairman.

Canon forecast a full-year operating profit of 390 billion yen ($5.1 billion) for the current year to December 2012, below expectations of a 470 billion yen profit based on the average of 20 estimates by analysts surveyed by Thomson Reuters I/B/E/S.

The company also posted a slightly better-than-forecast 14 percent rise in fourth-quarter operating profit to 94.6 billion yen, in line with consensus expectations.

Operating profit for the full year to December was 378.1 billion yen, down from 387.5 billion yen in the previous year but beating the average of 20 analyst forecasts for a profit of 372 billion yen.

Canon, which competes with Xerox in printers and Nikon and Sony Corp in cameras, aims to sell 9.2 million interchangeable lens cameras and 22 million compact cameras in the year to December, compared with 7.2 million and 18.7 million, respectively, last year.

Its shares have fallen about 18 percent since the start of last year, slightly worse than the benchmark Nikkei average's 14 percent drop.

Xerox lowered its outlook for 2012 this month, on expectations that the debt crisis in Europe would hurt its business.

COLUMBUS, Ohio ? Lenzelle Smith Jr. scored 17 points and had a career-high 12 rebounds as No. 4 Ohio State flexed its muscle inside to beat No. 20 Michigan 64-49 on Sunday, keeping the Buckeyes in a first-place tie in the Big Ten.

Jared Sullinger added 13 points and William Buford and Deshaun Thomas both had 12 for Ohio State (19-3, 7-2), which ran its winning streak over its archrival to six straight and eight of nine.

Tim Hardaway Jr. had 15 points for the Wolverines (16-6, 6-3). Trey Burke, the conference's top freshman point guard, returned to his hometown to play for the first time against Sullinger, his former high school teammate, and finished with 13 points.

Michigan fell to 1-5 on opponents' home courts this season.

The Buckeyes extended their homecourt winning streak to 38, the second-longest in the program's 100 years.

Leading by three points at halftime, the Buckeyes pulled away with a 14-2 run midway through the second half. Bookended by 3-pointers by Burke, most of the points came as a result of backdoor cuts or drives. It didn't include a 3.

Buford, who was quiet throughout the first half, got it started with a driving layup. Later in the spurt he stepped in front of Burke's crosscourt pass and streaked the length of the court for a dunk.

Smith, who had more offensive rebounds than Michigan almost all game, scored twice ? a layup on an assist from Buford and a short baseline jumper. Aaron Craft, Thomas and Sullinger, who sat out portions of the game due to foul trouble, all contributed two points to make it 48-35.

The Wolverines drew as close as 50-43 on a basket by Morgan inside. Morgan then stole the ball from Sullinger and grabbed an offensive rebound off a missed 3 by Douglass. But as Morgan was bracing to go up for the follow, Craft darted in and stole the ball.

Craft, who finished with seven points, four assists and three steals, then had an assist on Thomas' basket in traffic at the other end to make it 52-43. The lead never fell below eight points again.

The Buckeyes held a 24-21 lead after a grueling, physical, defense-dominated half.

Neither team was able to get into its offense because of the head-to-head battles, particularly between the point guards.

Burke had four assists and three turnovers to go with two points in 19 minutes. Craft managed two points with two turnovers and a steal. In a brief appearance, Shannon Scott had two steals.

There were four ties and seven lead changes in the first half.

Buford, Ohio State's second-leading scorer and only senior, didn't score in the opening 18:57 and finished the half with three points. Smith had nine points and seven rebounds.

Morgan had six points on 3-of-4 shooting while the rest of the team was 6 of 21.

Libyan PM calls for security meeting over weapons (Reuters)

ADDIS ABABA (Reuters) ? Libyan Prime Minister Abdurrahim al-Keib called on Sunday for a regional security conference to tackle a proliferation of weapons by exiled supporters of former leader Muammar Gaddafi.

The Libyan civil war may have given militant groups in Africa's Sahel region like Boko Haram and al Qaeda access to large weapons caches, said a U.N. report released on Thursday.

"(There is) still a real threat from some of the armed remnants of the former regime who escaped outside the country and still roam freely. This is a threat for us, for neighboring countries and our shared relations," Keib told African Union leaders in Addis Ababa.

"My country calls for a regional security conference in Libya of interior and defense ministers of neighboring countries," he told the summit, the first since Gaddafi's death last year.

A U.N. report said the Libyan civil war may have created a proliferation of small arms, giving militant groups like Boko Haram and al Qaeda access to large weapons caches in Africa's Sahel region that straddle the Sahara, including Nigeria, Niger and Chad.

The report said some countries believe weapons have been smuggled into the Sahel by former fighters in Libya - Libyan army regulars and mercenaries who fought on behalf of Gaddafi, who was ousted and killed by rebels.

Links between al Qaeda and Boko Haram have become a growing source of concern for the countries of the region, the U.N. report said.

The Islamist sect Boko Haram has killed at least 935 people since it launched an uprising in Nigeria in 2009, including 250 in the first weeks of this year, Human Rights Watch said last week.

Missing Maine toddler's relatives take polygraphs (AP)

PORTLAND, Maine ? A website devoted to a Maine toddler who vanished six weeks ago says her uncle and maternal grandmother have taken polygraph tests as part of the police investigation.

Police are investigating the disappearance of Ayla Reynolds, who was reported missing from her father's Waterville home Dec. 17.

The website aylareynolds.com says Ayla's uncle passed a polygraph Thursday and her grandmother took one Friday but couldn't complete it because her prescription medication interfered.

State police spokesman Steve McCausland says investigators aren't commenting on details such as polygraph tests.

Ayla's father told police she wasn't in her bed when he checked on her the morning of Dec. 17.

The 1-year-old was wearing pajamas with the words "Daddy's Princess" on them and had a cast on her broken left arm before she vanished. Her mother lives in Portland.

North America boosts Ford in 4Q (AP)

DEARBORN, Mich. ? Ford has shown it can make money even with U.S. car sales at depressed levels. Now it needs to show it can manage a myriad of challenges outside its home region.

North America was the only region where Ford Motor Co. saw profits rise in the fourth quarter and in all of 2011. Everywhere else the automaker lost money or saw profits fall, hurt by nervous consumers in Europe, flooding in Asia and aging products in South America. Costs rose faster than expected, too.

Ford reported $13.62 billion in net income, but investors brushed off the result because most of that came from an accounting change. Excluding that change, earnings totaled $1.1 billion, or 20 cents a share, down 15 percent from the fourth quarter of 2010. Ford missed Wall Street's expectations by 5 cents.

The stock price took an early hit but recovered once the company promised better ? if still bumpy ? results in 2012. Shares fell 4 percent to close at $12.21.

Chief Financial Officer Lewis Booth said the Thai flooding and the rising cost of steel and other commodities hurt Ford more than analysts expected.

The November floods, which affected Thai parts suppliers, cost 34,000 units of production in Thailand and in South Africa, which relies on Thai-made parts. Ford also spent $2.3 billion more on commodities in 2011 than the prior year, or $100 million more than it forecast.

Bill Selesky, an auto analyst with Argus Research, said investors relaxed after Ford explained its accounting change and reassured them that it expects operating margin to increase this year.

Ford's operating margin ? a measure of how much the company earned after all the costs of doing business ? fell to 2.2 percent from 3 percent in 2010, largely because of commodity costs.

"The company said, `Listen, we can manage through this, and North America is very, very strong,'" Selesky said.

North American operating profits rose 33 percent to $889 million in the fourth quarter. For the full year, North American profits rose 15 percent to $6.2 billion.

Ford's U.S. market share was up for the year, and the company got higher prices for new vehicles like the Ford Explorer and Ford Focus. U.S. buyers paid an average of $29,524 for Ford cars and trucks last year, up 6 percent from 2009, according to automotive pricing site TrueCar.com.

But in Europe, Ford's second-most important region by sales, fourth-quarter operating losses more than doubled to $190 million and sales fell 1 percent.

Booth said the company isn't sure how much impact the debt crisis will have on European sales this year. But CEO Alan Mulally said he's optimistic, since Ford has 10 new or revamped vehicles going on sale in the region. In the meantime, Ford is cutting European production by 36,000 vehicles in the first quarter.

Rival General Motors Co. is also expected to be hurt by weak results in Europe. It reports quarterly results Feb. 16. Chrysler Group, which has little international exposure, will be buoyed by its U.S. sales when it releases earnings Feb. 1.

In Asia, Ford's sales fell 7 percent in the fourth quarter, largely because sales in China have slowed. Ford's Asia Pacific region lost $83 million in the quarter after posting a profit in 2010.

Booth said things will be bumpy in Asia for the next several years as Ford embarks on a major expansion that includes the construction of seven plants. The company aims to triple the cars in its Chinese lineup to 15 over the next three years.

The South American market was another disappointment. Both sales and market share fell. Booth said South America is getting more competitive, and Ford's products there are older than other brands. Ford aims to turn that around when it introduces new products there next year.

For the full year, the Dearborn-based company reported net income of $20.2 billion, or $4.94 per share.

Ford's accounting change resulted in big gains on paper. The move dates to 2006, when Ford moved $15.7 billion worth of tax credits and other assets off its books because it wasn't making money so it couldn't take advantage of them. Now that it's profitable, the company moved most of those assets back onto its books.

The change will affect Ford's tax rates going forward. Ford's tax rate was 9 percent in 2010 because of the assets that were being held under the valuation allowance. Ford's new rate will be closer to 30 percent.

Booth called the change a "significant milestone" and said it's a strong indication that the company expects to stay profitable. Another is Ford's decision last month to reinstate a 5-cent quarterly dividend starting in March.

Without the big accounting gain, Ford earned $8.76 billion, or $1.51 per share, its highest operating profit since 1999. Revenue rose 13 percent to $136.3 billion. Analysts had forecast full-year earnings of $1.86 per share on revenue of $127.31 billion.

Based on its full-year North American results, Ford will make profit-sharing payments of around $6,200 each to its 41,600 U.S. hourly employees. Employees will get their checks in March.

Ford also said Friday that it plans to contribute $3.5 billion to its global pension funds this year. Underfunded pensions have been another area of concern for investors and for ratings agencies, which recently raised Ford's credit rating to one notch below investment grade. Ford has been below investment grade since 2005.

Standard and Poor's analyst Efraim Levy, who maintains a "buy" rating on Ford shares, said he wasn't concerned that Ford missed analysts' expectations.

"I don't think they have to fully meet their goals to be successful," he said. "Directionally, they are moving where they have to be."

But Levy said Ford will have to watch its back in the U.S., where Toyota and Honda are finally recovering from earthquake-related shortages and smaller players like Volkswagen and Kia are making inroads.

"I tend to give Ford the benefit of the doubt, but I do think the easy gains are over for them," he said.

Michigan Voters Don't Favor Legalizing Marijuana (ContributorNetwork)

Michigan voters passed the Michigan Medical Marijuana Act in 2008 with nearly 63 percent of the vote. On the November ballot, Michigan voters might be asked to consider legalizing marijuana for general use. According to a recent poll, residents are far more cautious about that type of law, reports the Detroit Free Press. Here are details about the legalized marijuana petition drive and how residents are responding to it.

* The Committee for a Safer Michigan (Detroit News. Abel said in light of enforcement issues and confusion about its parameters, legalization advocates want to scrap the law. The repeal would make cultivation, manufacture and distribution of marijuana available for anyone over 21 years old who is not incarcerated. Driving or operating machinery under the influence of marijuana would be subject to the same laws as drunk driving.

* According to Michigan's Licensing and Regulatory Affairs office there are about 130,000 registered medical marijuana users. According to Repeal Today , the Michigan Medical Marijuana Program has only made matters worse for those who are suffering and need the drug. Marijuana restrictions haven't prevented children from accessing, have created expensive legal battles and have made it only accessible by drug cartels.

* The petition drive will need 322,609 signatures by July 9 to get it on the November ballot. Supporters say though no state has completely legalized marijuana, presidential candidate Ron Paul has introduced a bill that would allow states to make their own laws about it.

* A poll by EPIC-MRA of Lansing shows more conservative numbers of support, says the Detroit Free Press. 45 percent of respondents said they would favor legalizing pot and 50 percent were against it. Nintendo sees profit next year, but shares tumble (Reuters)

TOKYO (Reuters) ? Nintendo President Satoru Iwata dismissed the idea that the age of the dedicated handheld games device was over and said he aimed to return the company to substantial profit in 2012/13, after it warned of its first ever operating loss this year.

Shares in Kyoto-based Nintendo Co Ltd tumbled nearly 8 percent to an 8-year low after it slashed its full-year guidance for the third time in 6 months, and analysts said the potential market for its products was shrinking rapidly.

The creator of the Super Mario franchise reported a sharp drop in quarterly earnings, as its sales of its games devices that have dominated the industry for years were hit by competing gadgets such as Apple Inc's iPhone.

Iwata said he blamed the dismal results on a mixture of strategic errors and the difficult business environment created by the strong yen and European consumer gloom.

"Nintendo is facing its worst results since it entered the games business. What matters now is how Nintendo can make a profit from next year onwards, even under these harsh conditions," he told an analysts' meeting.

The maker of the Wii home console and DS handheld games is struggling to compete as sales of more versatile smartphones and tablets boom, and poor sales forced it to slash the price of its much anticipated 3DS handheld game device in August.

"The profitability of 3DS hardware was the biggest issue for earnings this financial year, but it looks like we'll be able to resolve the problem we've been having with losses on the 3DS during the first half of the next financial year," Iwata said.

"We should be able to generate a large profit by getting rid of losses on the 3DS hardware, if we can substantially lift sales of software."

A Nintendo spokesman said the company expected to stop losing money on each 3DS sold, thanks to economies of scale and changes to the internal design of the device.

But Nintendo shares closed down 4.1 percent at 10,310 yen, after falling to 9,910 yen shortly after the market opened, their lowest since February 2004. It has lost nearly 60 percent of its value since the start of last year.

"The company's core handheld business is under assault from smartphones, iPods and tablets, and we see competition for consumer wallet share continuing," said analyst Michael Pachter of U.S.-based Wedbush Securities in a research note.

"The fact is that a significant share of Nintendo's market is gone forever, and we don't expect the company to come up with a practical strategy to stem the declines in sales we have forecast," he added. "We do not expect the company's fortunes to turn in FY 13."

NEW HOME CONSOLE BY CHRISTMAS

Nintendo said on Thursday its third-quarter operating profit fell 61 percent to 40.9 billion yen ($529 million) and it forecast an operating loss of 45 billion yen for the financial year to March 31, far worse than analysts' average forecast of a 4.2 billion yen loss.

Sales of its 3DS slumped shortly after launch in February, forcing the company to slash prices just six months later and take a loss on each device, something it had prided itself on avoiding in the past.

Even so, Nintendo cut its full-year 3DS sales forecast to 14 million from 16 million, while sales of its ageing Wii and the previous generation DS have fallen faster than expected.

It also faces stiff competition in the home console market from Sony Corp's Move and Microsoft Corp's Kinect, and some analysts say the console market may dry up over the next several years as cloud gaming takes off.

Nintendo will launch its Wii U console, a successor to the phenomenally successful Wii, in Japan, the United States, Australia and Europe at the year-end, after showing a final version at the E3 games show in June.

But Masayuki Otani, chief market analyst at Securities Japan, said the market was unlikely to have high hopes for the Wii U, although the slide in the share price may be reaching an end.

"The pace of the share price decline is easing and it may be near a floor, but it would be hard to predict a rapid recovery," he said.

Iwata said a leap in 3DS sales after the launch of a raft of software late last year showed that dedicated handheld games gadgets still had a future.

"I believe we have disproved the extreme theory that there is no longer a demand for handheld devices," he said.

3 bodies found in Rio buildings collapse (AP)

RIO DE JANEIRO ? Three bodies were pulled from the rubble of three collapsed buildings on Thursday, an official with the Rio de Janeiro Fire Department said. Another 21 people were still missing after the buildings went down in the city's historic center.

Mayor Eduardo Paes said a structural problem may have caused a building of about 20 stories to collapse at about 8:30 p.m., and that apparently caused the collapse of two smaller buildings nearby. Officials were still investigating the causes, however.

In addition to the dead and missing, at least six other people were treated for injuries caused by the accident, which left rubble and thick dust strewn over a wide area near Rio's famed Teatro Municipal and the Fine Arts Museum.

One of those pulled out alive was Marcelo Moreira, a janitor in an eight-story building that fell.

"He stayed behind to finish a little bit of work," said Rosalvo Alves, the building's main doorman, who had spent the night in a local hospital with his friend. "We shut down at 8. I left, and he was supposed to come too. Now this; he's hurt, our jobs are gone, everything is gone."

Alves worked in the building for 38 years, and said he had never noticed any problems.

A cloud of dust was still drifting from the building the next as rescue crews dug through tons of brick and twisted metal, hoping to find survivors.

"Firefighters and others are working to find the missing," said Moises Torres, a spokesman with the Fire Department who confirmed the numbers of dead and missing. "We have hopes of finding people alive."

Relatives and friends of the missing gathered inside a nearby government building, taking shelter from from the scorching sun as they waited for news.

Francisco Adir was trying to get information about a friend who had been attending a computer course in the in the largest of the three buildings.

"We think he's alive. At 3 a.m. he managed to call his girlfriend and say, 'Hello, love," before his phone went dead," Adir said. "The rescuers haven't given us any information, but the family is hanging all their hopes on that phone call."

A building inspector told the Globo television network that a survivor from the collapse was a worker on a construction project being performed in the first building that went down, and that illegal projects could have led to the collapse.

"Two projects were happening in the building, on the 16th floor," said Luiz Cosenza, head of the accident prevention unit of Rio's Regional Council of Engineering, in charge of building inspections. "They were illegal works; they were not registered with the council."

He didn't provide details on what sort of construction work was being carried out, but said that it was not being supervised by any registered professional.

Shortly after the collapse, there was a strong smell of natural gas in the area, but Mayor Paes said that probably did not cause the problem.

"There apparently was not an explosion. The collapse occurred because of structural damages," he said. "I don't think there was a gas leak."

Authorities to end camping at Occupy DC sites

Federal park authorities in the nation's capital told Occupy protesters at two sites on Friday that they will begin enforcing park rules that prohibit camping -- a move seen by the activists as a "slow creep" aimed at whittling down their?demonstration in Washington, DC.

The National Park Service said in a flier that?starting Monday at noon?it will begin to enforce?regulations?prohibiting camping and the use of temporary structures for camping. Individual violators may be subject to arrest and their property subject to seizure as evidence, the flier said.


Three?officers will be on hand to monitor the situation, try to get protesters to comply and make arrests or seizures as needed, Carol Johnson, a NPS spokeswoman, told msnbc.com. Compliance entails removing all camping materials and leaving one side of all temporary structures open.

?People can be there 24 hours a day, but they can?t live there, they can?t sleep there,? Johnson said. ?This has been something in the works for some time. I mean what we?ve been trying to do is use measured and progressive means to get people into compliance.?

?We still do back the First Amendment, and it is their right. It is not their right to camp. And ... we would,?you know,?support them if they came into compliance and they had a vigil and they had tents that were there for logistical or symbolic purposes,? she added. "They can occupy as a vigil but not camping."

More than 80 arrests have occurred at the two sites, including for public urination, drunkenness, assault and drug use, she noted.

Many of the Occupy camps were closed across the country last fall and early winter, and the sites in the nation's capital were two of the bigger outfits remaining. Occupy Wall Street, which was evicted in mid-November, holds its general assemblies in their former camp site, while other group meetings are held elsewhere.

Justin Jacoby Smith, a 25-year-old activist with OccupyKSt, said that the protesters were conducting a 24-hour vigil in line with the NPS use guidelines for the site and that he thought people were "incorrectly" reading the NPS moves as an eviction notice.

"I don?t think that?s what we?re dealing with here. I think what we?re seeing from the park police is a sort of very slow creep of their enforcement of this so-called no-camping rule," he said, adding that he thought the enforcement was also ?just another part of that broader strategy of trying to whittle down the (protester) numbers slowly.?

The Park Service noted that two "compliant" 24-hour First Amendment vigils have been?running in Lafayette Park and near the Vietnam Veterans Memorial since the early 1980s. Johnson said they were "very small" vigils.

The House of Representatives' Oversight and Government Reform Committee held a hearing on Tuesday about the McPherson Square encampment.

"Late is better than never," Chairman Trey Gowdy, R-SC, said in a statement after learning of the park service notice.?"Lady Justice is blindfolded for a reason: so as not to see who is in front of her. I continue to wonder whether others who are 'camping' in national parks would have been afforded a 100-day grace period before the law was enforced."

An Uzbekistan man living in Denver has been charged with supporting an overseas terror group. At one point, court documents show, he openly cursed the FBI agents he assumed were listening to his phone call with an apparent terrorist contact.

An Uzbekistan man living in Denver has been charged with attempting to provide material support to a militant Islamic group in his home country.

Jamshid Muhtorov was arrested Saturday at Chicago?s O?Hare International Airport prior to boarding a Polish Airlines flight to Istanbul.

Federal agents suspect Mr. Muhtorov was on his way to volunteer for a mission or missions to help the Islamic Jihad Union, an Uzbekistan-based militant group seeking to establish a government based on Islamic law.

Court documents filed in the case read at times more like a slapstick comedy than a deadly serious terror operation. The suspect and an alleged overseas terror contact overuse the word ?wedding? as a code word, and at one point jointly curse the FBI agents who they believe ? correctly ? are monitoring their every utterance.

At one point, Muhtorov?s wife threatens to take their children from Denver and go live with her mother ? in Kygyzstan.

When he tells her she must choose between her mother or him, she accuses him of choosing the alleged mission in Turkey over his wife and children.

Ultimately, the seriousness of the case is crystal clear. Last summer, according to an FBI affidavit, Muhtorov ?told his young daughter that he would never see her again; but, if she was a good Muslim girl, he will see her in heaven.?

The Islamic Jihad Union (IJU) has claimed responsibility for suicide-type bombings, including simultaneous attacks in July 2004 on the US and Israeli embassies and the Uzbekistani Prosecutor General?s Office in Tashkent.

The group was tied to a foiled bomb plot in Germany in September 2007 and has claimed responsibility for attacks in 2008 and 2009 against US and other coalition forces in Afghanistan.

The IJU is believed to have trained with and provided support to Al Qaeda. It has been listed since 2005 as a US-designated terror group.

According to court documents, federal agents have been watching Muhtorov for the past year after he contacted the administrator of a pro-IJU website.

They have also been monitoring his e-mail contacts with someone code named ?Abu Muhammad,? who officials suspect is an IJU facilitator.

In March 2011, three days after an e-mail exchange between Muhtorov and Abu Muhammad, Muhtorov received a telephone call from someone identified in court documents only as ?a known associate.?

Muhtorov told the associate that the ?wedding house? sends greetings. He read the associate a suspected message from the IJU, referring to the group as ?our guys over there.?

Oral cancer virus affects 7 percent of Americans

(AP) ? About 16 million Americans have oral HPV, a sexually transmitted virus more commonly linked with cervical cancer that also can cause mouth cancer, according to the first nationwide estimate.

HPV ? human papilloma virus ? is increasingly recognized as a major cause of oral cancers affecting the back of the tongue and tonsil area. Smoking and heavy drinking are also key causes.

Until now, it was not known how many people have oral HPV infections.

Overall, 7 percent of Americans aged 14 to 69 are infected, the study found.

But the results are not cause for alarm. While mouth cancers are on the rise ? probably from oral sex ? most people with oral HPV will never develop cancer. And most don't have the kind most strongly linked to cancer. Also, tests for oral HPV are costly and mainly used in research.

Still, experts say the study provides important information for future research that could increase knowledge about who is most at risk for oral cancer and ways to prevent the disease.

The nationally representative study is based on 30-second gargle tests given to about 5,500 people in a 2009-10 government health survey. Their mouthwash samples were tested for HPV.

The results were published online Thursday in the Journal of the American Medical Association.

There are many types of HPV, but one in particular, known as HPV-16, is most strongly linked with oral cancer and also is a common cause of cervical cancer. That form was found in about 1 percent of people studied, translating to about 2 million Americans.

Dr. Maura Gillison, the lead author and a researcher at Ohio State University, said the study "provides us some reassurance" that most people with oral HPV will not get oral cancer. Millions may have oral HPV, but fewer than 15,000 Americans get HPV-linked oral cancer each year.

She said the study should prompt research into whether the existing vaccines for cervical cancer protect against oral HPV, too.

Gillison has consulted with Merck & Co., and GlaxoSmithKline, makers of HPV vaccines. Ohio State, Merck and the National Cancer Institute helped pay for the study.

Dr. Ezra Cohen, a head and neck cancer specialist at the University of Chicago, said the study provides important information confirming similarities in risk factors for HPV oral infections and oral cancer.

For example, oral HPV was more common in men than women ? 10 percent versus almost 4 percent; in smokers; and in people who had many sexual partners. People aged 55 to 59 were most at risk.

Sexual activity was a strong risk factor, including oral sex.

Oral HPV infection rates were much lower than previous estimates for HPV affecting the cervix and other genital areas, suggesting that the mouth might somehow be more resistant to infection, according to a journal editorial.

Dr. Hans Schlecht, the editorial author and an infectious disease specialist at Drexel University in Philadelphia, said the study provides fodder for researching how some infections lead to cancer and identifying ways to detect and treat HPV-related oral lesions before they turn into cancer.

Unlike non-HPV cancers easily seen in the front of the mouth, HPV-linked tumors in the rear tongue and tonsil area are often hard to detect.

Schlecht emphasized the importance of knowing symptoms of these cancers, which can include a sore throat, difficulty swallowing, ear pain and swollen lymph nodes in the neck.

Study finds Gardasil does not trigger autoimmune conditions after vaccination

Gardasil, the human papillomavirus vaccine that is now recommended for male and female adolescents and young adults, does not trigger autoimmune conditions such as lupus, rheumatoid arthritis, type 1 diabetes or multiple sclerosis after vaccination in young women, according to a new study in the Journal of Internal Medicine.

Kaiser Permanente researchers used electronic health records to conduct an observational safety study of 189,629 females aged 9 to 26 years old in California who were followed for six months after receiving each dose of the quadrivalent HPV vaccine in 2006-2008. Researchers found no increase in 16 pre-specified autoimmune conditions in the vaccinated population compared to a matched group of unvaccinated girls and women.

The quadrivalent HPV vaccine was licensed by the U.S. Food and Drug Administration in 2006 and recommended for young women and girls to protect against genital warts, which infects 6.2 million people annually, is the most common sexually transmitted infection in the United States, and can lead to cervical cancer in women. But autoimmune reactions have been a longstanding concern surrounding vaccination and many parents withhold the vaccine from their children because of perceived safety concerns. However, most speculated associations have stemmed from case reports that have not been confirmed by large, controlled epidemiologic studies. This study presents findings from a well-designed, post-licensure safety study of the vaccine on a large, ethnically diverse population, researchers said.

"This kind of safety information may help parents with vaccination decisions," said study lead author Chun Chao, PhD, a research scientist at the Kaiser Permanente Department of Research & Evaluation in Pasadena, Calif. "These findings offer some assurance that among a large and generalizable female population, no safety signal for autoimmune conditions was found following HPV4 vaccination in routine clinical use."

The study looked for autoimmune conditions such as immune thrombocytopenia, autoimmune hemolytic anemia, systemic lupus erythematosus, rheumatoid arthritis, juvenile rheumatoid arthritis, type 1 diabetes, Hashimoto's disease, Graves' disease, multiple sclerosis, acute disseminated encephalomyelitis, other demyelinating diseases of the central nervous system, vaccine-associated demyelination, Guillain-Barr? syndrome, neuromyelitis optica, optic neuritis and uveitis.

Previous safety data on the HPV vaccine has been collected in clinical trials, as well as through the Vaccine Adverse Event Reporting System. Both have important limitations in assessing the safety profile of the vaccine. Clinical trials often include a highly selected population, with sample sizes too small, and follow-up too short, to observe rare safety events such as autoimmune conditions. The VAERS reports are often hard to interpret due to the lack of a proper comparison group and limited ability to determine whether the onset of the condition really preceded vaccination.

On the other hand, the present study, conducted at Kaiser Permanente in California, employed methods that involved in-depth medical-chart review to ensure the accuracy of diagnosis and that onset of disease was after vaccination. In addition, disease incidence in the vaccinated group was compared with a comparable unvaccinated group. As a result, this study offers important complementary safety information for the HPV vaccine.

Molten blobs create moon flashes

Mysterious lunar lights are the superhot remains of meteorites pelting the surface

Meteorites colliding with the moon sometimes set off tiny lights dancing across its surface. Now scientists think they know what powers these lunar lightbulbs, in the absence of any atmosphere that would otherwise set incoming meteors ablaze: The flashes result from superhot material kicked up by the tiny objects striking the moon?s surface.

?You have just a small piece of cometary material or asteroid, about 10 centimeters, that can do a very bright flash visible from the Earth,? says study coauthor Sylvain Bouley, a planetary scientist at the Paris Observatory.

The study, which will appear in March in Icarus, settles an old debate about where the twinkling lunar lights come from. Observed for more than half a millennium, lunar impacts occur hundreds of times each year. Meteor showers, like the Leonids in November, can dump as many as 20 objects on the moon in one night.

At first, scientists didn?t think the flashes necessarily came from the moon; they might have been reflections from tumbling satellites or some other kind of phenomenon. Then, debate revolved around whether impacts or something within the moon such as volcanism produced the transient flashes. Most recently, researchers couldn?t decide between hot, charged particles or liquid droplets kicked up by impacts as the culprit.

To answer the question, Bouley and his colleagues looked at lunar flashes recorded between 1999 and 2007. They calculated the brightness of each flash, plus the probable sizes and speeds for 54 collisions. Most impactors were around 10 centimeters in size and traveled at speeds of up to 72 kilometers per second, Bouley says.

Knowing the ingredients and brightness allowed the scientists to estimate the temperature and energy produced during each collision. They found that impacts were hot enough to release a mix of gas and liquid from the destroyed impactor. Some of that liquid, called melt droplets, produces light as it cools, creating the flash.

?Something is melting, and because it?s so hot, it radiates in the visible wavelength until it cools down,? says planetary scientist Carolyn Ernst of Johns Hopkins University?s Applied Physics Laboratory in Laurel, Md.

Astronomer Bill Cooke, who leads NASA?s Meteoroid Environment Office at the Marshall Space Flight Center in Huntsville, Ala., has created impact flashes in the laboratory by shooting aluminum spheres into simulated lunar dirt. The new study ?pretty much confirms what we were suspecting,? he says. ?But these guys are the first to put that suspicion into hard numbers.?

Lunar impacts have been studied closely only over the past decade, says Ernst, but they are important for several reasons. The impacts produce measurable seismic waves, allowing scientists to fine-tune their understanding of the moon?s seismic activity. Knowing how often objects hit the moon improves estimates of the ages of features on the lunar surface.

And characterizing impact hazards is useful for anyone thinking about developing a future moon base, says study coauthor and planetary scientist David Baratoux of the University of Toulouse in France. ?It will be important to know how much of this impact will form on the moon,? Baratoux says. ?How big are the projectiles, and how fast they go and so on.??
