AOL COO Artie Minson is stepping down.

Eventually, he's going to leave the company.

Right now,?Susan Lyne, formerly of Gilt and Martha Stewart, will step in as CEO of Brands.

Running brands was one of Minson's responsibilities.

Lots of people give Artie Minson credit for getting AOL as healthy as it is.

One of these people is CEO Tim Armstrong, who says in a release:

?In his role first as CFO and most recently as COO, Artie has done an extraordinary job of optimizing AOL?s assets and has created a tremendous amount of value for shareholders. Artie has played a key role in the turnaround of AOL and that will continue in 2013 during the transition period.?

Minson got his start optimizing subscriptions at Time Warner Cable, and then brought the same expertise to AOL to great effect.

Minson will stick around and report to Armstrong during a transition period that could last as long as a year.

This move makes sense. AOL's growth opportunity is as a media company. Minson isn't really a media executive the way Lyne is.

Lyne will oversee all aspects of the Brand Group?s growth strategy, including increasing traffic across properties, maximizing partnerships with advertisers and publishers, and attracting top talent, with a particular focus on content, design, programming, and product.

Lyne?s appointment is part of AOL?s continued efforts to streamline its operations and give its business unit leaders more autonomy and accountability. AOL has three business units ?The Membership Group, which consists of offerings that serve AOL account holders, AOL Networks, which consists of AOL's offerings to publishers and advertisers utilizing AOL?s third-party advertising network, and the Brand Group, which consists of AOL's portfolio of distinct and unique content brands. The rise of the online learning is swiftly changing the way people obtain a higher education. As students increasingly attend college online, people are awakening to the problems that exist in the traditional college system, and how the Internet could make getting a college education more accessible to people from all walks of life.

Ask a roomful of average college students about their experiences in today's university structure and you'll likely hear a barrage of complaints ? tuition costs are too high, the application process is too difficult, class lengths are too long and books are too expensive. Staff cutbacks, a lack of teacher aid, housing difficulties and transit distractions make obtaining a degree within traditional means difficult.

Online Learning and Accreditation

There is one large pitfall to online learning ? many courses offer no accreditation and do not count toward a degree. Many schools offer certificates of course completion but nothing more.

The good news is that colleges and universities are trying to remedy this by offering online students the necessary accreditation for their work. The New York Times reported that students taking online courses through Coursera, a startup providing online courses, will now receive college accreditation for five of its online college offerings by the American Council on Education, the leading umbrella group for higher education.

Other online education offerings are similarly gearing up their courses to enable students to receive accreditation as well; the online educational group Udacity has paired up with the state of California to begin offering a trial run of for-credit online courses and may expand it, depending on performance.

Is This the End of Brick-and-Mortar College?

In California, online education is rapidly moving forward, and with it may come some massive changes in the way higher education is bought and consumed. Gregory Ferenstein of TechCrunch.com believes these new trials of online colleges in California will help hasten the end of traditional college.

The end result, writes Ferenstein, is that "a few Ivy League universities (will) begin to control most of the online content, as universities all over the world converge toward the classes that produce the highest success rates. (In addition), learning on a college campus (will) return to its elite roots, where a much smaller percentage of students are personally mentored by research and expert faculty."

Online education has enabled access to a college education to those who may not have sought it otherwise. As this ever-shifting Internet education model grows, the traditional model in which students obtain their degree may fall by the wayside. How colleges and universities respond to this trend remains to be seen.

Controversy visited the Board of Zoning Appeals meeting Wednesday night at Albany City Hall concerning a vacant lot at 108 Sycamore St.

Nisar A. Fazlani proposed his plan to the board to build a? 1,800-square-foot two family home on this property that is currently for sale. Fazlani is requesting a use variance pursuant to the City of Albany Zoning Ordinance to allow for the construction.

The property is in a single family zone and Fazlani would not intend to live in the home.

A city resident from nearby Hollywood Avenue, Dan Krouner, told the board members he opposed construction of the two-family home. Krouner?s backyard faces the Sycamore property, which he said is a mess.

?I go out there once a month and clean up the garbage along the fence,? Krouner said. He and his wife Arlene, who also attended the meeting, have lived in their Hollywood Avenue home since 1954 and are amazed at the number of two-family houses in the area.

These houses are typically filled with renters, many of whom use the? street to park their cars because of limited garage space.? Krouner said he was concerned that emergency vehicles are unable to get down the street, particularly after a snowstorm, because of all of the on-street parking. ?When it snows a regular car can?t get through,? Krouner said.

The Krouners already have trouble as it is with the number of parked cars on the street, ?we can?t even bring in our groceries,? Krouner said. As more apartments take over the area, the demand for parking on the street rises.

Bernard Duffy another concerned citizen spoke out against the request. ?I think its created pressure,? said Duffy, whose mother-in-law lives across the street from 108 Sycamore St.

He noticed that a lot of storm water gathers on this lot and the street drainage isn?t all that good. Duffy pointed out that ?the zoning is there for a reason,? and Krouner agreed.

If the building proceeds, Krouner said he anticipates problems with? parking, noise, and and snow removal. ?The big thing is it is a safety issue,? Krouner said. He finds it important to voice his opinion on the matter because often people will complain when it is too late.

According to board member Susie Tucker-Ross, a decision will likely be made and announced at the next meeting scheduled for March 13. ?We will take the opposition and comments heard tonight into consideration,? Tucker-Ross said. -30-

Invention opens the way to packaging that monitors food freshness

Feb. 27, 2013 ? Millions of tons of food are thrown away each year because the 'best before' date has passed. But this date is always a cautious estimate, which means a lot of still-edible food is thrown away. Wouldn't it be handy if the packaging could 'test' whether the contents are still safe to eat? Researchers at Eindhoven University of Technology, Universit? di Catania, CEA-Liten and STMicroelectronics have invented a circuit that makes this possible: a plastic analog-digital converter. This development brings plastic sensor circuits costing less than one euro cent within reach. Beyond food, these ultra-low-cost plastic circuits have numerous potential uses, including, pharmaceuticals.

The invention was presented last week at the ISSCC in San Francisco, an important conference on solid-state circuits.

Consumers and businesses in developed countries throw away around 100 kilograms of food per person (*), mainly because the 'best before' date on the packaging has passed. That waste is bad for consumers' budgets and for the environment. Much of this wastage results from the difficulty in estimating how long food will stay usable. To minimize the risk of selling spoiled food to consumers, producers show a relatively short shelf life on their packaging.

Less than one cent

To fight food waste, producers could include an electronic sensor circuit in their packaging to monitor the acidity level of the food, for example. The sensor circuit could be read with a scanner or with your mobile phone to show the freshness of your steak, or whether your frozen food was defrosted. Researcher Eugenio Cantatore of Eindhoven University of Technology (TU/e): "In principle that's all already possible, using standard silicon ICs. The only problem is they're too expensive. They easily cost ten cents. And that cost is too much for a one euro bag of crisps. We're now developing electronic devices that are made from plastic rather than silicon. The advantage is you can easily include these plastic sensors in plastic packaging." The plastic semiconductor can even be printed on all kinds of flexible surfaces, which makes it cheaper to use. And it makes sensor circuits costing less than one eurocent achievable.

The very first printed ADC

The researchers have succeeded in making two different plastic ADCs (analog-to-digital converters). Each converts analog signals, such as the output value measured by a sensor, into digital form. One of these new devices is the very first printed ADC ever made. "This paves the way toward large area sensors on plastic films in a cost-effective way through printing manufacturing approaches," says Isabelle Chartier, Printed Electronics Business developer at CEA-Liten. The ISSCC rated the papers on these inventions as highlights of the conference.

Missing link

The new plastic ADCs bring applications in the food and pharmaceuticals industries within reach. A sensor circuit consists of four components: the sensor, an amplifier, an ADC to digitize the signal and a radio transmitter that sends the signal to a base station. The plastic ADC has been the missing link; the other three components already exist. "Now that we have all of the pieces, we need the integration," says Cantatore. He expects that it will still take at least five years before we can expect to see the new devices on supermarket shelves. Other potential applications are in pharmaceuticals, man-machine interfaces and in ambient intelligence systems in buildings or in transport.

Complex mathematics

Making this development was no easy task. The electrical characteristics of 'ordinary transistors' are highly predictable, while those of plastic transistors vary greatly. "All plastic transistors behave differently in the low-cost production processes at low temperatures," explains Cantatore. "That makes it much more difficult to use them in devices. You need complex mathematical models to be able to predict their behavior accurately."

The printed ADC circuit offers a resolution of four bits, and has a speed of two hertz. The circuits printed by CEA-Liten include more than 100 n- and p-type transistors and a resistance level on transparent plastic substrates. The carrier mobility of the printed transistors are above the amorphous silicon widely used in the display industry.

Newt Pheromones Put Females into Mating Frenzy

It may be time to crown male newts as the female-arousing kings ? the amphibians release powerful pheromones that put females in the mood to mate with practically any adult around, even other females from different newt species, new research shows.

"The females react as if they're under the influence of drugs," said lead researcher Franky Bossuyt, a biologist at Vrije Universiteit Brussel (Free University of Brussels) in Belgium. "We were convinced that if we put in a plastic toy moving at the right speed, they would follow it."

Newts typically live on land as adults and mate exclusively in water. During the breeding season, males adopt intense color patterns and grow skin extensions on their legs, tail and crest. These changes are thought to make males more attractive to females.

When two newts meet, the male releases pheromones and waves his tail, sending the chemical signals to the female. They then play out a mating dance akin to a short game of tag, with the female following after the male. To let him know she's ready to get down to business, the female touches the male's tail with her nose, prompting him to deposit his spermatophore ? a jellylike mass containing sperm??onto a substrate in the water, such as a leaf. Finally, he leads the female over the sperm packet, which sticks to her cloaca (the orifice leading to intestinal, reproductive and urinary tracts), resulting in insemination.

For years, scientists thought males waved their tails to disperse "attractant pheromones," which broadcast the male's presence and bring newt pairs together. But there's a problem with this idea: The newts have already introduced themselves before the male waves his tail. "The females are not attracted to the males by the tail-waving, at least with the newts I've seen," Bossuyt said.

Instead, the researchers thought, the tail fanning might disperse "courtship pheromones" that alter the female's behavior to stimulate mating.

Newt mating game

To find out, researchers placed male-female pairs of alpine newts (Ichthyosaura alpestris) and palmate newts (Lissotriton helveticus) into water-filled plastic containers for receptivity tests. The newts passed the test and were ready for the next phase if they completed the courtship ritual (females weren't allowed to complete the insemination).

The team then put two-female pairs into pheromone-infused courtship?water; some pairs consisted of two alpine newts, other pairs had one female of each species. If the water contained pheromones from a male of her species, the female would desperately try to court the other female. In some cases, two female alpine newts tried to follow each other, resulting in the pair circling one another. In some two-species trials, one female chased after another, even as the unreceptive partner tried to escape the container. [See video of the sex-crazed newts]

But the amphibians didn't remain patient forever. Not receiving the spermatophore she expected, the courting female eventually started waving her tail at her partner, possibly sending out pheromones.

Frustrated females

"Female tale-waving?is a kind of frustration behavior," Bossuyt explained, adding that females also tail-waved in receptivity tests to get males to continue courtship after researchers removed the spermatophores. In natural settings, this behavior probably happens only in uncommon situations, such as when a male is too tired for courtship. "So female tail-waving likely happens in nature, but you will not easily observe it," he said.

The results suggest the pheromones don't just announce the male's arrival, given how they induced such an overpowering mating reaction in the females. The researchers think males may have evolved such potent pheromones out of necessity, since newts often breed in turbid water with other newt species, making it difficult to mate based on vision alone.

It seems a male newt's flashy appearance matters little to females: It's all about his smell.

The research was detailed online this month in the journal PLOS ONE.

Since Pope Benedict announced he was to become the first pontiff in six centuries to abdicate, there has been speculation about what clothes he will wear and even what his name will be.

On Tuesday, the Vatican announced Benedict would continue to be called ?Your Holiness Benedict XVI? and become the ?pope emeritus.?

Vatican spokesman Rev. Federico Lombardi told a daily news briefing that the pope would wear a ?white cassock,? Reuters and The Associated Press reported.

However, his ring of office as pope will be destroyed ? as is traditional ? and he will stop wearing his trademark red shoes.

The Associated Press explained:

Benedict has taken a liking to a pair of hand-crafted brown loafers made for him by artisans in Leon, Mexico, and presented to him during his 2012 visit. He will wear them in retirement.

Lombardi told reporters that Benedict, previously Joseph Ratzinger, had made the decisions himself.

Feb. 27, 2013 ? Continuing a tradition stretching back more than 25 centuries, astronomers have used the new 2.3-m 'Aristarchos' telescope, sited at Helmos Observatory (2340m high) in the Pel?ponnese Mountains in Greece, to determine the distance to and history of an enigmatic stellar system, discovering it to likely be a binary star cocooned within an exotic nebula.

The researchers, Panos Boumis of the National Observatory of Athens and John Meaburn of the University of Manchester, publish the first scientific result from the telescope in the journal Monthly Notices of the Royal Astronomical Society.

Stars of a similar mass to the Sun end their lives by ejecting much of their outer atmosphere into space, leaving behind a remnant core that eventually becomes a so called white dwarf. The shells of ejected material sometimes have the superficial appearance of planets so were named planetary nebulae. Astronomers can study the motion and appearance of the material in planetary nebulae to deduce how the remnant stars have changed over time.

In the 1950s the planetary nebula KjPn8 was discovered on Palomar Observatory Sky Survey plates. Follow up work in the 1990s by Mexican astronomers at the San Pedro Martir Observatory led to the discovery of giant lobes around the system, one quarter of a degree across, while in 2000 the central star was finally revealed by the Hubble Space Telescope.

Dr Boumis and Prof. Meaburn set out to study this system, installing a narrowband imaging camera on the Aristarchos telescope, the largest aperture instrument in south-eastern Europe, to measure the expansion more accurately.

By measuring the velocity and increasing size of the expanding material, the two scientists were able to deduce the distance to the system and date the history of the three ejected lobes. They found that KjPn8 is around 6000 light years away and that the material was thrown out in three phases 3200, 7200 and 50000 years ago.

The inner lobe of material is expanding at 334 km per second, suggesting it originates in an Intermediate Luminosity Optical Transient (ILOT) event. ILOTs are caused by the transfer of material from a massive star to its less massive companion, in turn creating jets that flow in different directions. Boumis and Meaburn believe that the core of KjPn8 is therefore a binary system, where every so often ILOT events lead to the ejection of material at high speed.

Dr Boumis is delighted to see the first results from the new telescope giving clues to the history of such an intriguing system. He comments: "Greece is one of the global birthplaces of astronomy, so it is fitting that research into the wider universe continues in the 21st century. With the new telescope we expect to contribute to that global effort for many years to come."

NEW ORLEANS (AP) ? A ranking BP executive testified Tuesday that the London-based oil giant and its contractors share the responsibility for preventing blowouts like the one that killed 11 workers and spawned the nation's worst offshore oil spill in 2010.

Lamar McKay, who was president of BP America at the time of the Deepwater Horizon disaster, became the first BP executive to testify at a federal trial intended to identify the causes of BP's Macondo well blowout and assign percentages of blame to the companies involved.

Rig owner Transocean and cement contractor Halliburton also are defendants at trial, which opened Monday.

A plaintiffs' attorney pressed McKay to agree with him that BP bore ultimate responsibility for the blowout, but McKay insisted that managing the hazards of deepwater drilling are a "team effort."

"I think that's a shared responsibility, to manage the safety and the risk," said McKay, now chief executive of BP's Upstream unit. "Sometimes contractors manage that risk. Sometimes we do. Most of the time it's a team effort."

McKay also defended BP's internal probe of the spill, which outlined a series of mistakes by rig workers and faulted decisions by other companies but didn't assign any blame to BP's upper-level management.

"I think it was a substantial investigation," McKay said. "I think we've learned what we can from the accident and we're trying to put those things into practice right now."

McKay, whose testimony will resume Wednesday, called the disaster a "tragic accident" resulting from a "risk that was identified."

It wasn't the first time McKay testified under oath about the spill. He appeared before Congress less than a month after the explosion.

U.S. District Judge Carl Barbier is hearing the case without a jury. Barring a settlement, Barbier will decide how much more money BP and other companies owe for their roles in the disaster.

McKay's testimony followed that of an expert witness for people and businesses suing the company. University of California-Berkeley engineering professor Robert Bea testified that BP PLC didn't implement a 2-year-old safety management program on the rig, which exploded on April 20, 2010.

"It's a classic failure of management and leadership in BP," said Bea, a former BP consultant who also investigated the 1989 Exxon Valdez spill and New Orleans levee breaches after Hurricane Katrina in 2005.

BP has said its "Operating Management System" was designed to drive a rigorous and systematic approach to safety and risk management. During cross-examination by a BP lawyer, Bea said the company made "significant efforts" to improve safety management as early as 2003.

However, the plaintiffs say BP only implemented its new safety plan at just one of the seven rigs the company owned or leased in the Gulf at the time of the disaster.

Bea said it was "tragic" and "egregious" that BP didn't apply its own safety program to the Deepwater Horizon before the Macondo well blowout. Transocean owned the rig; BP leased it.

BP lawyer Mike Brock said the company allows contractors like Transocean to take the primary responsibility for the safety of rig operations as long as the contractor's safety system is compatible with BP's ? an arrangement that Brock suggested is a standard industry practice.

In his May 2010 congressional testimony, McKay said BP's Operating Management System is "as good as anyone."

"I know of nothing that points me in a direction that we have deficiencies" in the system, McKay said.

As he questioned Bea, Brock recited a long list of steps that BP took to improve safety, citing them as evidence that the company wasn't "cutting corners" on safety.

A plaintiffs' lawyer showed Bea a transcript of a deposition of Tony Hayward, BP's CEO at the time of the disaster. Hayward was asked if the blowout could have been averted if BP had implemented the safety management program in the Gulf.

"There is possible potential," Hayward responded. "Undoubtedly."

Bea said BP's "culture of every dollar counts" was reflected in a May 2009 email sent by BP well team leader John Guide: "The DW Horizon embraced every dollar matters since I arrived 18 months ago," Guide wrote. "We have saved BP millions and no one had to tell us."

"Financially, BP had the resources to effectively put into place a process safety system that could have prevented the Macondo disaster," Bea testified.

BP has already pleaded guilty to manslaughter and other criminal charges and has racked up more than $24 billion in spill-related expenses, including cleanup costs, compensation for businesses and individuals, and $4 billion in criminal penalties.

Plaintiffs' attorney Robert Cunningham read portions of the plea agreement as he pressed McKay to say how much responsibility BP takes for the catastrophe. Cunningham noted that nothing in the document assigns blame to specific BP executives.

"That is not written in there. That's true," McKay said.

Two BP rig supervisors, however, have been indicted on manslaughter charges for the workers' deaths and are awaiting a separate trial.

"There were some misinterpretations and mistakes made" on the rig, McKay said.

One of the biggest questions facing Barbier is whether BP acted with gross negligence.

Under the Clean Water Act, a polluter can be forced to pay a minimum of $1,100 per barrel of spilled oil; the fines nearly quadruple to about $4,300 a barrel for companies found grossly negligent, meaning BP could be on the hook for nearly $18 billion.

Eighty per cent of people living in care homes ? more than ever thought before - have either dementia or severe memory problems according to a new Alzheimer?s Society report published today.

However, while excellent care exists, less than half of these 322,000 people are enjoying a good quality of life.

'Low Expectations' finds evidence of a deep-seated pessimism about life in care homes. Only 41 per cent of relatives surveyed by Alzheimer?s Society reported that their loved ones enjoyed good quality of life. Despite this, three quarters (74 per cent) of relatives would recommend their family member?s care home.

The report also reveals the severe image crisis facing the care sector. According to a YouGov public poll commissioned by the charity, 70 per cent of UK adults say they would be fairly or very scared of going into a care home. In addition, two thirds (64 per cent) do not feel the sector is doing enough to tackle abuse in care homes. The charity argues that public attitudes and scepticism about whether people with dementia enjoy a good quality of life in a care home is leading to a failure to drive up standards of care. Alzheimer?s Society is calling on government and care homes to work together to lift expectations and to strengthen existing minimum standards to boost quality of life.

Jeremy Hughes, Chief Executive at Alzheimer?s Society, said:

'When you walk into an excellent care home it?s full of warmth, activities and interaction. But between these best examples and the worst, which often dominate headlines, there is a forgotten scandal of people with dementia who are failed and left living a life that can only be described as 'OK'.

Society has such low expectations of care homes that people are settling for average. Throughout our lives we demand the best for ourselves and our children. Why do we expect less for our parents? We need the government and care homes to work together to lift up expectations so people know they have the right to demand the best.'

In addition, 'Low Expectations' finds that:

• Less than a third (30 per cent) of the public believe people with dementia are treated well in care homes.
• The main factor (48 per cent) the general public would look for in choosing a care home is training of staff.
  
• Less than half (44 per cent) of relatives said opportunities for activities in their relatives' care home were good.
  
• Over 9.3 million UK adults (19 per cent) know someone with dementia in a care home*.?

Alzheimer?s Society has this year launched new tools to help improve quality of life for people with dementia in care homes. A new Handy Guide to Selecting a Care Home is designed to help relatives making the difficult decision on which care home to choose. The leaflet This is Me, which aims to support people with dementia in an unfamiliar place and help care staff deliver good quality care, has recently been rolled out in care homes for the first time.

Kevin Whately, actor and Alzheimer?s Society Ambassador, said:

'My mum had dementia and spent the last months of her life in a care home. I?m lucky that when it came to choosing a care home for her we were able to find an excellent home, but we had to go through hell to find it. I?ve seen some amazing examples of care across the country but I?ve also seen places I wouldn?t wish on my worst enemy.

It shouldn?t be this way. The 800,000 people with dementia in the UK should be able to count on the highest-quality care across the board, wherever they are.'

Karen Weech, 42, whose mother lives with dementia in a care home said:

'Our first experience of care was terrible. Without any experience, we didn?t know what to look for and didn?t have anything to compare the home to so our expectations were low.

Now things are much different. The home mum lives in is fantastic, staff go above and beyond to make her life better. It?s important that people realise that it doesn?t have to be negative or drab and realise that they have the right to expect the best from care homes.'

Wirecard, Vodafone form mobile payment partnership

FRANKFURT (Reuters) - German payment systems provider Wirecard said on Monday it had been chosen by Vodafone to introduce the British mobile operator's mobile payment system.

The Vodafone payment service will be rolled out internationally from this year, Wirecard said in a statement.

Kerry takes case on Syria to Europe, Mideast

WASHINGTON (AP) ? John Kerry embarked Sunday on his first official overseas trip as secretary of state, hoping to bring new ideas to Europe and the Mideast about how to end nearly two years of violence in Syria.

Kerry's nine-nation, 10-day trip will take him to America's traditional European allies of Britain, Germany, France and Italy, along with Turkey, Egypt, Saudi Arabia, the United Arab Emirates and Qatar. In addition to Syria, he will focus on conflicts in Mali and Afghanistan, and on Iran's nuclear program.

Kerry has said he is eager to discuss new ways of persuading Syrian President Bashar Assad to step down and usher in a democratic transition in the country that wracked by escalating violence that has killed at least 70,000 people.

Kerry, a former Democratic senator from Massachusetts who succeeded Hillary Rodham Clinton in President Barack Obama's second-term Cabinet, has not offered details of his ideas but officials say they revolve around increasing pressure on Assad and his inner circle.

Kerry's first stop is London, where he will hold talks with British officials on a range of issues, from Afghanistan to the status of the Falkland Islands. Britain is in a major dispute with Argentina over the Falklands.

In German, Kerry will discuss trans-Atlantic issues with German youth in Berlin, where he spent time as a child as the son of an American diplomat posted to the divided Cold War city. He also will meet with Russian Foreign Minister Sergey Lavrov in the German capital.

In Paris, Kerry will discuss France's intervention in Mali, while in Rome he'll attend a meeting with Syrian opposition leaders.

U.S. officials have said the trip will be primarily a "listening tour" when it comes to Syria and won't result in immediate shifts in U.S. policy that has until now stayed clear of military support for the rebels fighting Assad.

Despite the numerous Middle East stops. Kerry will not travel to Israel or the Palestinian territories. He will wait to visit them when he accompanies Obama there in March.

Hotter, wetter climate slashes labor capacity

WASHINGTON ? Earth's increasingly hot, wet climate has cut the amount of work people can do in the worst heat by about 10 percent in the past six decades, and that loss in labor capacity could double by mid-century, U.S. government scientists reported on Sunday.

Because warmer air can hold more moisture than cooler air, there's more absolute humidity in the atmosphere now than there used to be. And as anyone who has sweltered through a hot, muggy summer knows, it's more stressful to work through hot months when the humidity is high.

To figure out the stress of working in hotter, wetter conditions, experts from the National Oceanic and Atmospheric Administration looked at military and industrial guidelines already in place for heat stress, and set those guidelines against climate projections for how hot and humid it's likely to get over the next century.

Their findings were stark: "We project that heat stress-related labor capacity losses will double globally by 2050 with a warming climate," said lead author John Dunne of NOAA's Geophysical Fluid Dynamics Laboratory in Princeton.

Work capability is already down to 90 percent during the most hot and humid periods, Dunne and his co-authors wrote in the journal Nature Climate Change. Using a middle-of-the-road projection of future temperature and humidity, they estimate that could drop to 80 percent by 2050.

A more extreme scenario of future global warming, which estimated a temperature rise of 10.8 degrees F, would make it difficult to work in the hottest months in many parts of the world, Dunne said at a telephone briefing.

Labor capacity would be all but eliminated in the lower Mississippi Valley and most of the United States east of the Rocky Mountains would be exposed to heat stress "beyond anything experienced in the world today," he said.

Bahrain-on-the-Hudson?

Under this scenario, heat stress in New York City would exceed that of present-day Bahrain, while in Bahrain, the heat and humidity could cause hyperthermia - potentially dangerous overheating - even in sleeping people who were not working at all.

Humans are endothermic creatures, which means they give off heat. If they can't get rid of it faster than they create it, they go into hyperthermia. Typically, humans cool off by doing less heat-producing activity, but it may get so hot and humid that even a sleeping person wouldn't be able to dissipate heat fast enough.

"This planet will start experiencing heat stress that's unlike anything experienced today," said Ronald Stouffer, a co-author of the study.

The only way to retain labor capacity, Dunne said, is to limit global warming to less than 5 degrees F.

Global average temperature has risen by about 1.2 degrees F compared to pre-industrial times. It is likely to rise another 1.8 degrees F by mid-century, Dunne said.

The way some workers already adapt to heat stress - taking a siesta during the hottest hours of the day, working outdoor jobs like construction at night when temperatures drop or ceasing work entirely during periods of peak heat and humidity ? could migrate to places where heat stress is increasing.

The U.S. West Coast and Northern Europe are likely to be two of the regions that will be affected last by the trend toward more hot and humid climate, the scientists said.

Part of the issue is how well-adapted certain regions are to extreme heat stress, Dunne said.

As an example, he noted that some 70,000 people were killed during a disastrous 2003 heat wave in Europe, where heat stress was highly unusual. However, the same kind of stress was normal for a place like India, where a similar heat wave killed 3,000.

"It's very regionally dependent and highly determined by adaptation," Dunne said.

HP launches Slate 7 Android tablet with Beats Audio for $169

The HP Slate 7 is beyond fashionably late to the Android tablet party, but it tries to make up for its tardiness with a very low price. When the device arrives in April, HP?s first Google-powered tablet just announced at this year?s Mobile World Congress will cost just $169. That?s $30 less than the the Nexus 7 and Amazon Kindle Fire HD. So how does this value-priced device stand out? HP is playing up the Slate 7?s Beats Audio sound and wireless printing capabilities.

The Slate 7 certainly doesn?t look like a $169 tablet, thanks to its stainless steel frame and soft-touch back that?s available in gray or red. The device measures .42 inches thick (about the same as the Kindle Fire HD?s .41 inches) and weighs 13.05 ounces, making this tablet lighter than the Fire (13.9 ounces) but heavier than the Nexus 7 (12 ounces). The Slate 7 has a microSD card slot and microUSB port.

The Slate 7 does skimp on some specs for its low price. For starters, the 1024 x 600-pixel display has a lower resolution than the Kindle Fire HD and Nexus 7 (both 1280 x 800). On the other hand, HP says its High-aperture-ratio Field Fringe Switching (HFFS) technology gives its panel wide viewing angles, whether you?re viewing documents or playing Angry Birds Space.

Powering this Android 4.1 Jelly Bean tablet is a 1.6-GHz ARM A9 dual-core processor and 1GB of RAM, and you?ll find 8GB of storage on board. The Slate 7 features a VGA camera up front and a fairly low-res 3-MP camera on the back. By comparison, the Nexus 7 boasts a quad-core Tegra 3 processor, though HP claims that its device offers swift performance.

When we asked HP?s Torres whether shoppers will just opt for the faster Nexus 7 or more family friendly Kindle Fire HD for $30 more, he told us that ?we are going to have a very strong value proposition with Beats Audio and that the design is far superior than those other tablets that you mention.? Torres also reminded us that HP ?wants to be the leader in tablets so to expect other price points.? In other words, don?t be surprised to see a larger, more premium Android Slates in HP?s lineup in the not too distant future.
